Silver is the traditional present for a 21st. It should be something memorable that she can keep forever - something classic and beautiful.
I'd suggest that you check out Tiffany's for ideas:

Even if it's beyond your budget, at least it will give you ideas!

21st birthday ? Take her out for dinner and propose to her and don't forget the engagement ring. Not from WAL-MART OR ZELLERS, but from a independent jeweller. Spend better then a thousand dollars for it. Be a birthday she will never forget....

I don't know what she's like, it's not like we all like the same things and how long are you going out? Why did you wait so long? Why do you guys always wait so long? No really, umm, she hasn't given you any hints over the last couple weeks, like she saw a sweater in a store she liked or anything? Jewelry always works for me.

If she loves jewellery then i would suggest a chain, bracelet and earrings. Or may be a piece of jewellery with her name engraved on the back i.e a pendant that goes on a chain, or a bracelet.
