Depends largely on where you live and your definition of difficulty.
If you mean difficulty throughout life, I think it's about equal. Men have a lot more expectations made of them than women do- by and large, they are expected to earn the money and support the family; they are also expected to be protectors and proponents of all things masculine, from fixing cars to sports to being handy around the house— real men have a full plate.
Women have maternal instincts to contend with and additional physical challenges like menstruation and pregnancy; and being not quite as physically strong as men, they are more susceptible to abuse. However, women have a MAJOR advantage over men - one which only in the past few decades have they even been allowed to fully exploit: SEX.
Women have so much POWER between their legs it's not even funny. Women are so sexually powerful that our entire culture has begun to revolve around female sex and sexuality. Just turn on a television. Or turn on the radio for that matter. What are nearly all the songs about? What do you see in nearly every TV commercial? Hell, just walk down the street. SEX is everywhere, and the largest part of it is women. If a woman knows how to work it, she is pretty much guaranteed anything she wants in life. Why? Because some man will let her stay at home and spend his money; because men become more gullible than a retarded kid at a poker table when a pretty face even so much as stops in front of him for two seconds to give him the time of day. Why do you think so many women WON'T give men the time of day? If they did, we couldn't function as a society.
Now, if you mean difficulty in the workplace, women have a much harder time throughout the country with the possible exception of a few places on the East and West Coasts. Unfortunately, there is still a large percentage of the population with this redneck, "good-old-boy" 50's mentality that women are lower than men on the totem pole of society, and they intend to keep it that way. This is especially true of the Midwest and the Southern States.
In places like New Jersey and Southern California, however, you'll get your as$ sued in a heartbeat if you so much as even suggest that a woman is inferior. And remember the power of a woman's sex? Just try and get out of an intelligent woman's sexual harrassment lawsuit. Whether it's true or not, you'd better spend twice as much as she does on lawyers, or you're going to jail.
So there you have it. All in all it's pretty much equal, but women - open minded, intelligent, liberated women at least - have it slightly easier at the end of the day.

It is more difficult to be a women in a man's world. But it is more fun to be a women. Specially, if you are a modern women who don't follow old traditions.
Smart women will control man in the way he will not notice that (at home, in a job, wherever)
