Love is reciprocal. It is a give and take situation. If one partner is not showing love or has neglected to show love and affection to the other spouse. It would definately led to infidelity. However, this is not the general behaviour because some partners that have been neglected by the others may not cheat but find solace and comfort in other things like the children or work. But, on a final note, a neglect person in a relationship is not a happy person and may react in ways not expected of him/her.

I can see how that would happen...
if the spouse neglects their personal hygiene, neglects their spouse, neglects their children, neglects their personal responsibilities, etc
Best thing to do is to not get involved with someone like that in the first place.
