Most universities grant Bachelor's degrees in a variety of languages ranging from English to Spanish to Russian to Arabic. The study of language from a sociological, psychological, etymological and technological points of view is called Linguistics. You can major in Linguistics and concentrate in Socio-linguistics - a field that studies the use of language in society, the differences between economical-social status and language, gender and language and how this affects our daily lives. If you major in English, Spanish, German, etc... you will also have to study that language's literature, history and culture. You could also major in ESL - English as a Second Language - which gives you the preparation you need to become a teacher.

International Baccalaureate is not a college or university degree. It is a program for high school students, similar to the Advanced Placement program (AP) in the USA and A-levels program in Europe.

I know in the U.S.A. you can get an Associate's, Bachelor's, Master's, and/or Ph.D. if you major in languages, linguistics, or area studies and earn enough credits. It just depends on which university you go to, since not all the universities may offer the major or courses you may want to take.
As for other countries, I know people can get degrees in languages, but I don't know exactly what they're called, let alone the standards (like in the U.S., it's typically two years study for Associate's, four years study for Bachelor's, etc.).
I heard of something called an International Baccaulaureate, but... I haven't done much in-depth study of it.
