well, governments need to plan, or at least try to plan, things such as:
- future needs for transport (especially public)
- future needs for school classes
- future needs for hospital beds
- future electricity consumption, water consumption, etc
and so on
clearly, to judge by our daily experiences, either they don't do any decent quality population forecasting, or at any rate they don't use the data from it to plan ahead

The world is over-populated and the amount of arable land is decreasing by construction. Both lead to famines and hostilities to grub for available food. India had a run-away population and may soon exceed the population of China, but unlike China their agarian reforms have change very slowly. Birth control is an effective measure but it is not enforced and it takes years for the population to stabilize or perhaps decrease. Birth Control in China is effective but with better health care, the elderly live longer and the population has not yet stabilized. Several nations are approaching the point where food will be critical, for example Indonesia and the Philippines. Over population not only causes food problems, but also employment problems...too many people for the available work. Population forecasting is vital to anticipate problem areas and assist those nations in controling the problems before they occur.

So land investors and goverments can make money, and adjust there current debt with the projected income from the future taxpayers.
