It depends on what kind of committee you are asking about.

Since we are in the Political Forum I assume you are talking about committees such as those that exist in Washington in either the Senate or the House of Representatives. If so, as mentioned each committee has a Chairperson. The Chairperson is decided by which political party is in power. The Chairperson presides over the meetings and also names the members of the sub-committtees. The sub-committees specialize in certain aspects of he functions of the main committee. They hold their own meetings and decide issues and then report their findings back to the main committee their recommendations. For the past 10 years+ it has been the Republicans who chaired the committees. That will now change to Democrats. Each Coommittee also has what is called a Ranking Member who is second to the Chairperson. The Ranking Member is always a person of the opposing Political Party. You have equal members of both Parties as members of the committees.

Different Committees have different functions. A couple examples...

The Appropriations Committees role is defined by the U.S. Constitution, which requires "appropriations made by law" prior to the expenditure of any money from the Federal treasury.

The Foreign Relations Committee is responsible for the foreign policy activities of the U.S. Senate. They evaluate all treaties with foreign governments; approve all diplomatic nominations; and write legislation pertaining to U.S. foreign policy, the State Department.

Basically each committee has a specialty that they are in charge of. The Committees do the legwork for issues and then report their findings back to the Senate or House for consideration on legislation before one of the two Houses of Congress.

I hope this answers your question. It was a bit vague.

A committee usually represents the views and wishes of the members of a public or charitable body. There is a chairman who has the casting vote (if there are equal votes on both sides of an argument or discussion), a secretary who takes minutes and a treasurer who is in charge of any funds and also submits annual accounts. There will then be a number (depending on the size of the organisation) of ordinary committee members who can vote on any given issue. These are all elected by the members of the organisation and serve as as long as they wish. The 'officers' (chairman etc) only serve for a limited period of time decided by the rules of the organisation.
