I have a washing machine problem. When it starts letting cold water in, it comes back out the hot water valve and out the hose, leaking out. Is this just because the hot valve is broken and stuck open? Should there normally be backflow of cold back up the hot channel? Or is the likely some other problem like a blockage or something..?

There is a hose on the hot water, but maybe it has deteriorated, as water leaks out the end. Should the inlet valve let water out like that, or should it normally be closed?

How can I turn the valve on or off? The valve is electrically controlled by the machine. Does the hot inlet valve require pressure from the water tap being on to stop back flow out the valve?

This is a common situation. Nothing is broken. You should put a hose on the hot side unless you have no hot water to tap from. Then put a cap so that the water will not flow through.

Then wash away!

This is not common: start by hooking up the machine in a proper manner. Make sure you have connections to both valves then, turn both valves on, the hot water shut off in the machine should take care of this problem. If it doesn't then you have a bad valve, it needs to be replaced.

hook it up to a water valve even if it is not connected to a water line and just shut the valve off. this should solve your problem. sometimes the valves in washing machines leak normally this doesn't matter as they are usually connected to something

Check the inlet water valve solenoids, may be rusted.
