If a guy and a girl were to have 'dry sex' (imitation of sex with some clothes on) without protection and the guy's boxers and girl's underwear got damp, without knowing whose fluids those are, what are the chances that the girl 13 days after last period will get pregnant?
Are there any measures that can be taken to lower possibility of pregancy after this has already occurred without using pills or other emergency contraceptives?

Very small, pre ejaculate only has sperm if there had been sperm in the urethra from a previous ejaculation.

Bubba, read your question.
You both had underwear on. Just because it got 'damp' doesn't mean she's pregnant.
It's hard enough to get pregnant when you want to, and now you're putting two pair of underwear between your little guys and her little egg. It's near impossible for your little guys to swim through your underwear, then through hers, then into her vagina to find her little egg.
However, there is a very remote chance that it could happen, like maybe 1 in a bazillion chance. I'd say you have about a .0001% chance or less of her being pregnant. Remember the two pair of underwear, that's what cause the stats to fall.
You should take the suggestions of the others though and check in with family planning for some form of birth control. If you're gonna play grown up, then do so with responsibility.

well thebad news is that 13 days after your period, you are smack bang in the middle of an extremely fertile time in your cycle. although an ovum only lives between 18-36 hours, sperm may survive in the reproductive tract for up to five days.
unless any sperm was forcefully pushed deep into your vagina, i think it very unlikely that you will become pregnant from this encounter.
there is nothing to lower the risk of pregnancy other than an emergancy contraceptive pill or dilation and curettage, essentially, an early abortion.

It's a definite possibility, though not a probability. "Damp" is not "dry". You're playing with fire here. I'd suggest you talk to someone at Planned Parenthood about the risks and what you need to do to protect yourself.

perhaps .5%. usually it takes a required amount of semen to get a girl pregnant. and being wet without really penetrating has a very rare chance of getting the girl pregnant. even though we say she's ovulating that time (which is usually on the 14th day starting from the first day of mense) you can't get her pregnant with underwears on.

Very very small chance, however it is possible. Chances are however that the wetness was you and sperm cannot travel through clothing so unless it was in contact with your vagina directly it is really not possible.

You have nothing to worry about. The possibility of sperm making it into the vaginal opening up into your cervix is slim to none. Just calm down. Don't worry. Like I said the sperm would have to enter the vaginal opening and work its way up to fertilize an egg if there is one in your ovary.

unless semen enters the vagina, pregnancy is impossible
the chances in this case are 2-3%
be careful next time. always use a condom
