take relicanth and wailord in your party pkmn and go to the sealed/secret chamber(surf left of pacifidlog and you will find a dive spot eventually,dive in it and follow the cave till you reach an inscription,face the inscription and use dive)
you will need a pokemon that knows dig
go to the end of the 1st room and face the middle inscription
use dig,at the end of the 2nd room keep wailord as your 1st pkmn and relicanth as your last pkmn and and select the middle inscription and an earthquake will take place,ruins will be opened

hmmmm....this is a bit tricky.i say look up a Braille alphabet guide.then go to the cave in the middle of the ocean(the Cave you we're talking about)and try to figure out what it says!
