Seifuku is the Sailor Suit weared by the School Girls in Japan. These dresses are available over Internet websites. You can order it using Credit Card too. A simple google search will land you in the shop in seconds of your time.
If you are visiting japan you can buy Seifuku in many shops around every corner of shopping area. To my surprise have seen even shops selling used Seifuku and underwears of Girls. :-) I understood how crazy people are about these silly things.
Additionally if you searching for the Pretty Fighter game called Seifuku Densetsu, then ebay is the destination for you

seifuku is UNIFORM. not just school. therefore, buy a janitors suit, rip off the united states of america badge or whatever badge it has, and put the rising sun logo... voila! 征服出来た！
