i am an international student and i plan on applying to a masters degree program.

Usually it is the case; however, admission into UC Berkeley and UCLA is often much more competitive than many private institutions.

Not necessarily. Many of our state schools have fine reputations, facilities, and course/degree offerings. Some have high admissions standards, especially at the graduate level.

Not all private schools are the best; some are more interested in serving a specific population or their faith-based missions than they are in achieving a particular level of achievement. That's fine and all, because they have their purpose. But that doesn't mean that the schools are generally good for all students.

Depending on your major, it may be tough to get into a good graduate program, if you're applying as an MA student only. It's best to apply to programs that also have PhDs available, since there's a stronger commitment to research, and your options for later will likely be better. Some schools, however, do not accept master's-only candidates.

Be sure to read their admissions policies and standards very carefully, and also check out the International Students/Scholars departments at each university. A better university will have a better department, which will not only help you more with applications and technical details, but will also help you make new friends more easily. Also, check into publishing records of faculty in the departments which interest you. Make sure there's enough faculty in your area, that at least some of them have published or received awards recently, and that they actually DO teach. Some faculty don't teach, and others only teach one class per year. That will make getting through a program rough, especially if you're an international student with limited time.

It depends. As someone else here mentioned some state universities are just as good as the top private universities, while there are some not so great private schools. One important thing about state universities is that most of them bias their admissions towards applicants who live in that state. Some of the top state universities can be tougher to get into than even the most selective private university if you're apply as an out-of-state student (e.g. you don't live in the same state as the school).

It depends. Some state universities are very competitive and difficult to get in, such as UCLA. As well, some private schools are hard to get into, such as Yale. And then there are state universities and private universities that are easy to get into.

It's hard enough just to get into any kind of university.
