I am really tired of answering this question... Ucoz is the best free web host CMS combo out there. U can use freewebs or wordpress and stuff, but none will be as good as ucoz. If you don't need anything fancy, try something else...

LiveJournal.com has paid versions that include photohosting. With the free version, you can host your photos at photobucket.com, flickr, or fotothing, for instance. Then when you blog, you can paste the URL of the photo into the insert image tool on LiveJournal. You can start out with simple text posts, then find out the html tags for inserting images, links, bold, underline, italic, etc. from the FAQ (second link below)
LiveJournal lets you list interests and schools. Then people searching for other folks with the same interests and affiliations can find your blog. If it looks interesting, they may add you as a friend, and you might friend them back.
When you have a few friends added on LiveJournal, you'll have a Friends page, where the latest posts from your friends' blogs show up, in order from the most recent post. Now, when you post you can choose whom you want to see it. Maybe it's only for you. Maybe it's only for the LJ users on your friends list. Maybe it's only for a group of LJ users you've defined and named, like "Blood Kin" or "Inner Circle".
And then you can search for, read, join, and post to LiveJournal communities. There's one called "abandonedplaces" for instance, where people sneak into places like abandoned mental hospitals or amusement parks, take photos, and post them to the community. Communities are another way to get people reading what you write and checking out your blog.
You can search random blogs for interesting people, or read the friends page of someone interesting to find other interesting people. Sometimes someone on your friends list will say, "Hey, you should friend Xyzpdq!"
My friends list now contains
old friends from real life,
people who found me in the friends lists of friends,
people that I found in the friends lists of friends,
people who found me in random searches,
people I've found in interest searches,
people who found me in communities
or that I found in communities,
people who were recommended to me by friends,
and even someone who was introduced to me in real life by a fellow from my friends list when I met him in his native country while I was on vacation!
