If the cold water tap is broken, is it on. This is important because if the tap is on there is a water supply to the boiler. The hot water tap will not release gas, it's hooked up to a water line, not the gas line.
Get the boiler going. The instructions for lighting it are on the front panel or, they should be, if not, call someone, the dealer or the gas company.
Get a plumber to repair the water line and lite the burner then ask him to instruct you in it's maintenance and the lighting procedures, you might need it on a cold winter night when it go's out.

agree with Tumbleweed. Not dangerous, but do you know how to relight your pilot, when gas is on. If gas is supposed to be on,. respond if you want to, we might find a fix. 1:48 CDT here, I won't be looking until an hour from now at least.
