it depends on what you are importing.now there are lot of items on ogl.that is open general license.for this you do not need any license.just import declare and pay the duty and clear.then some items are under actual users scheme,it can be only imported by actual users.then restricted items for which you need a ccp that is customs clearance permit before shipped on board. other items or banned.if you are in India pls go to the local customs house check.if you are overseas go to Indian embassy and check with trade Secretary.

Import Licences are now a days are more exception than a rule. Import Licence is issued for items that are not allowed to be freely imported AND are subjected to the import licencing procedure.

For this you must have an Import Export Code Number obtained from the JDGFT in whose jurisdiction your company/firm/unit is situated.

If the product you wish to import is not under the Freely importable category, you may apply for the import licence giving the details of quantity and the price (based on quotation/indent you have received). The licence if issued will be for the total landed cost of the goods (CIF value, cost transit insurance and freight). This licence will be in two copies. One, the Exchange Control Copy, to be utilised for effecting remittance to foreign seller or for opening letter of credit and the other, the Customs Copy , to be utilised for presenting to Customs authority enabling them to clear the goods.(Otherwise that import will be unauthorised import, liable for confiscation and /or penalty)

import export license is one given by DGFT India.
its office is located behind income tax building at I.T.O. new delhi.
it is called IEC code in india.
u have to submit the following papers:
bank statement current.
residence proof
income tax return
ur co's name
if its a co then memorandum of association
signed by all directors
proof of residence of all directors
and rest u can ask ur C.A.
or simply go there and u will find so many agents over there and they will do all the work for u .
they charge generally 2000 inr.
it takes 15 days to 25 days to get it .
