I'm considering two different card's that are basically exactly the same ( all except for the memory clock speed ). I was wondering if I could save some major mula on going with the cheaper one, but I'm not sure if the Memory Clock differance with really effect anything at all.

Think about it this way: If you were just about to buy a new computer and you had to choose between a 1.66 Core Duo and a 2.00 Core duo with the exact same configuration and same type of processor only with different clock speeds, would you feal the difference? The same applies in the case of memory or any other "bigger is better value". Those rules are not only applied system wide but also at a component level (aka GPU=CPU, VRAM=RAM and so on).
So while you would not lose any of the abilities that that particular type of card offers (Shader Model 3.0 or the likes) you will feal the loss in performance (FPS drops on high video settings in games...).
If you are talking about a laptop there is one more thing you should consider. The lower clock speed = lower power consumption = better battery life (in theory at least).

The memory clock speed does effect how fast big pictures will show on the screen while the memory size effect how big the picture can be shown.
In another word, You do have a RAM with 512MB, but 512MB with speed of 500 is much slow to deal with rather than a 512MB with speed of 677.
So it is memory size and memory speed. both will matter.

If I were you I would choose the middle choice.
