Why can't you?....are you scared she might not feel the same way about you?
Well, try to show it by your actions first and see what kind of response you get back, then take it from there.
In anyways, you should let her know how you feel about her otherwise you could be on here for another year wondering and she would go with someone else never knowing that you loved her!
Be brave and be strong if you want her that bad and go for it.
Spoken words in person and flowers work better than e-mails and letters by the way.

to tell a girl"i love u" u must firstly have courage,u must wear your nicest clothes,be neat and show her how handsome u r and also how smart.u can also buy her a gift,even if it is not expensive(flowers)because if the girl really likes u ,she will not remark only ur gift,but will giv u a nice smile and perhaps a kiss....

Just start giving her hints and clues of how u feel about her. Maybe by giving her flowers or trying to be hospitable to her. Just be yourself and try to be friendly.
