I think it is incomplete and we don't know what kind of behavior they were dealing with up to that point. Anything taken out of it's entire context is easy to make wrong judgments on. It does not look appropriate, but then again, I doubt if the suspect is entirely innocent and the police just snuck up behind him & pounced him because they were bored. Remember too that until they search him, they don't know if they are dealing with someone who is armed or unarmed. And even an unarmed person, especially on Meth, can easily kill without a weapon.

I did not see it, but clearly, if this was the case, the cop needs to be locked up.
