Some girls like to show off by revealing what they have, if its not a after five affair or some other kind of dress up affair, you should all way stay cover up, some men may take it as a come on to me and the the girl is in a lots of trouble. No, not always. It really depends on what your intention is.
Some girls just wanna get attention from guys. They like being "eye candy" and perceived as a hot piece of bait...so they'll show off skin.
But you can dress up and be modest, too! It's very elegant.
