You cannot do any database management with operating system.
database management can be done with languages and packages like microsoft acess, microsoft visual foxpro.
if you want RDBMS (Relational Database Management System) then sybase,oracle etc.
all these things can be installed and easily run on windows. so go for windows and any of them i suggested as database management tool.

Any linux based working equipment , those working systems are loose , good stable , person-friendly to configure , and run ALOT of databse lower back-ends ( mysql, postsql etc.) as properly to the above benifits iptables , comes with lots of the linux based operatings systems permitting you to have a kernel point firewall to assist take care of your archives.
