Yep...it's Cleveland, according to almost all websites I saw in a few minutes. However, this site:

lists Detroit as the poorest city. It was dated Jan. 2006, so maybe Cleveland made a huge effort to get top honors since then!

Currently, it is Cleveland, Ohio. I'd know. It was on the news a few months ago and I live 20 minutes away from Cleveland.

I mean, if you have been to Cleveland, ( and this goes for me ), the place looks impoverished and it is really sad with broken down buildings and kids who look they want to shoot me, the suburban middle class girl?

I used to have to go to cleveland three times a week for six weeks back in the beginning of the year. It was torture.
