I am wanting to grow an aquarium plant in a vase like what you see betta fish in. There will be no fish, I am just wanting to grow it in the vase like you would grow any other plant in a pot.

I have not seen a betta fish, but I think it would depend on what kind of aquarium plant you would like to grow. Your vase I suppose should be transparent. You may be able to grow without filtration, but you have to clean it regularly. Putting a few colorful guppies will make it nicer and prevent mosquitoes to breed in it. It may even reach an ecological balance that you may not clean it anymore. Why not experiment, that would make it more interesting.

You have to get carbon dioxide into the water somehow. The plant will deplete the water of its dissolved CO2 and then the plant won't have any for photosynthesis to occur.

You could blow on a straw everytime you passed it and bubble your breath through the water. That would get some CO2 in there.

yes as long at it's completely submerged in water and you can maintain as close to its natural environment as possible. You can actually see plants like this with no fish in the tank at pet stores. People buy them to decorate the tank, but they grew up somewhere!
