No. When she filmed Dreamgirls and portrayed Deena Jones, her character was put through a lot in her relationship. After filming, a lot of those feelings went into her album, and the outcome was an album dominated by independence and negative aspects of relationships (a reverse from her previous one Dangerously in Love-which all contained love songs). The song has nothing to do with her personal life; however, if you watch the video, when she kicks the other dude out, a guy who looks like Jay-Z in his clothes moves in with her!!!

Nope, the lyrics are all about her buying stuff for her man and how he has to give it all back, how he doesn't have a car and has to get a cab... Jay can buy his own goodies, man is loaded!
