There are two meanings.

* welfare is another name for well-being

* welfare is short for 'welfare payment' or 'welfare allowance', which is a government provided payment to certain individuals, usually destitute or with substantial costs (such as bringing up kids).

Welfare was originally set for some who have a hard time and need it. Unfortunately we have a lot of people using it as a way of life and doing everything they can to stay on it. Abusing it. That is why people on welfare have such a bad rap.

It's taking money from the guy who earned it and giving it to a guy who didn't.

If you try to do that on your own they'd throw you in jail. When politicians do it they get re-elected.

That is what the government gives you when you don't do your homework or perform well enough in school to get a job.
