when we say "heart" we are definitely referring to feelings and not the physical heart that beats. feelings are on mental level and they take place in the mind. so if you have a negative thought or feeling it's taking place in the mind. i hope this analogy is helpful.
so basically we are referring to heart when we say mind and mind we say heart. they are one and the same. now to your question of whether it's evil...hmm, one needs to have profound approach towards understanding the moral aspect of man. i think man is innately good. but the choice resulting from freewill influences the act of either doing good or evil. i am sure each one of us is ready to pay for the consequences of our doings.
i want someone to seriously contradict me or my statements. i would definitely appreciate if there is a debate.

The heart and the mind are interconnected as the "Psyche", one of the Three Attributes of Human Wholeness, being "Pneuma" (spirit), "Psyche" (soul/mind), and "Soma" (body).
The Holy Scriptures admonish, "The heart is exceedingly wicked, and who can know it?" This conveys that one's own feelings cannot be trusted, because the heart (and mind) is innately deceitful, cunning and crafty.

IT has been created by rulers to easier control the people!
How could someone be evil? Even for believers it is an oxymoron! How could their god created then imperfect on purpose?
