This is serious, my sister-in-law lend this guy $3000 and he has never paid her back. He moved from California to North Carolina. He's giving her bounced checks. We are really trying to tracked down.

It's called a reverse look-up. You should file a law suit in small claims court and have a process server do a locate on him to serve him with the papers. It doesn't cost much and it would be wise to get a suit filed before he commits any more fraud.
