He might be, but Congress still has the power to override his vetoes and put measures into effect even without his OK.
That's what the "checks and balances" system of government here in America is all about.

Dream on. It was the Republican House of Reps that kept him in line. He's already said he'd go along with the guest worker program and amensity for the illegals. Also he has agreed to go along with raising the minimum wage. He fired Rummy.
He said the campaign finance reform bill was unconstitutional and signed it anyway. I think you're living in a dream world. Bush never was a conservative. Come to think of it neither was his dad. They are part of the east coast blue blood republicans, not like Reagan.
