Its really Sacha Boren Cohen. He is a British and Jewish (which allows him to make fun of jews) actor. He does the characters on the Ali G show where Borat is one of the skits where he goes up to people who think that he is a real Khazak journalist. The character is taken from the real Turkish internet personality who had a popular website (where he sang that song "i want to kiss you" or something like that).
He was also the French driver in Taladega Nights.

No, it's an actor named Sacha Noam Baron Cohen who played 3 different characters on Da Ali G Show. There are 3 characters he portrayed, Ali G (a gangster wannabe from England), Borat (a Kazakhstani reporter), and Bruno, (a gay Austrian or Australian fashion reporter)
It's all make believe, it's television, anybody who keep finding it insulting need to go clean those sands out of their vaginas
