Because his costume is modeled after the old circus preformers: the Strong Man. They used to wear a bright unitard and Supes's undies on the outside are a homage to that.

Actually the answer is quite simple - as some of us oldsters might recall, Superman's original costume was made from cloth like material that the Kents found in the rocket/spaceship when Supes crashed on earth. When they realized that if young Clark wanted to help people, and keep his identity a secret, Martha Kent used the material (aided by Clark's heat vision to put small holes in the material) to make his first costume - so the underpants are literally part of the costume.

And since the material is similar to the unstable molecular material worn by the Fantastic Four, it can stretch to any size. Hasn't anyone ever wondered how Clark can hide that big bulky costume under his regular clothes? It's quite small when he's not wearing it. And even though he has long since worn out that original costume, he kept the same design - after all, why mess with a classic look? The only time his costume changed (that I can remember) is when it was during the "Death of Superman" storyline.

It was a coloring choice made by the creators, to break up an otherwise solid blue uniform from the top of his boots to the base of his logo on his chest. and while you or I look 'special' if we do it, it seems to work for superheroes, as almost all in spandex have the same style

Could it go back to some time in history to the "codpiece". That was a piece of clothing that actually was meant to advertise how big a nobleman was!

And the richer he was, the bigger the codpiece he could afford.
