It will take some work ... but I think you can do it.
First of all -- download the 30 trial of paint shop pro, it's free.
Second, open your digital picture.
Third increase the canvas size of the entire image.
Four, place the image.
Five, make new layers to put the text in the places you want to use.
You might choose a magazine like Cosmo or People to look at for ideas and sort of use as a template.
Done!

If there is a website for it, chances are it would be a terrible job. I really doubt there is a website. Photoshop is the most popular photo manipulation program out there. If you know anyone with photoshop, have them help you. Last time I checked (a couple months ago) the newest version of photoshop was $300. That is a little to much. An older version can easily do the job you want and is less than $40 (version 4.0). I would try and find freeware off the Internet. Type in photo manipulation, freeware into a search engine and you will probably get something. I know there is some freeware out there that is pretty good but I cannot remember the name. I am not sure how good of program the freeware is. It may not be able to do what you want and have it look good. But, cropping is really easy. You could teach a monkey how to do it.

get a magazine picture and then get your picture and put it on top of the magazine picture

If you're taking it, it helps to have a high quality camera to begin with, because even photoshop can't fix lousy resolution.
