I noticed your other question as well. So let me answer both of them at once.
Congress grants all pay raises for everyone in government. But there is a problem. The voters HATE the idea of politicians giving themselves pay raises. So in 1969, Congress set up an executive committee to oversee pay raises for everyone in the Executive branch. This committee would decide on all pay rises for executive branch employees (minus the President and Vice President), and those raises would automatically take effect unless the Congress said no. It worked fairly well for a few years; but a problem eventuially emerged.
By law, nobody in government (in any branch) can make more money than the President. And for years, Presidents refused to give themselves a pay rise. For political reasons, they simply thought it made them look bad. This had a dampening effect on everyone else's salaries, and made it difficult to keep people in government because everyone's salary was pegged to the President's salary.
Washington is an expensive city. And many in Congress have to maintain two households: One in Washington, and one in their home states. For years, members of both parties actively courted Presidents to accept a pay rise so everyone else could get the increases necessary.
In his last year in office, President Clinton agreed to double the President's salary, which had the effect of raising the salaries of everyone else. This wasn't political, it was purely administrative, and helped the government to be able to attract and keep more qualified people. Because if you make it impossible for people in government to live on their salaries, then the only people who will work are the millionaires who can afford it.

The salary of the president should be decided by Congress after they received itproposal from the government and it is included in the budget of the government.
