Uruguay is a great place to visit and full of people in summer.
Punta del Este is the most famous beach resort and this is expensive as it is considered to be the St. Tropez of S.America. It is where all the trendy, famous etc decide to spend their hols.
You have the option of La Paloma, a wonderful beach resort north of Punta...... on the Atlantic coast, more family orientated and a lot cheaper and quieter.
The country is yes - generally safe to visit.

it is safe to visit like many other places in the world it has always its dangers and stuff, just like USA or Canada or France, you will get robe in any of those countries if you are in the wrong place at the wrong time. i have been in 12 countries and never got robed but when i when to California my bike was stolen in Anaheim and when i went to visit a friend to Compton California nothing happened. so is only a random thing you can be robed in Iceland or in Beverly hills, is just the wrong time.

i understand i'm somewhat previous due, yet Paraguay is risk-free to circulate to, do not difficulty. There are some probably problematical spots on the border to Brasil, and of direction there are thieves and each thing (as in each city), even with the undeniable fact that it is not such as you will get mugged as quickly as you arrive. that is in many circumstances extremely non violent. merely verify once you're going, as in summer time that is incredibly warm. summer time being after Christmas, of direction.

From what I understand, it is probably the safest place you can go in South America. I've had someone from there tell me that Montevideo, the capital, is the 2nd safest city in the world, but wasn't able to verify that with any figures when searching.
