Turn your cable modem off over night.
The background info:
Most cable companies use a DHCP server to assign ip addresses. This is a temporary address but if your modem is on all the time then it will maintain something of a lock on that address.
Turning the modem on/off might reset it. Leaving it off for several hours (over night) is quite likely to reset it.
When you plug your modem back in you might need to leave it connected for a while (15min or so) before it 'connects' fully to the network again and you are able to surf. Any problems, call the company and tell them your power was off for a while.

Your ISP is probably using DHCP instead of static IP's. In order to change your IP you will need to call the cable company and tell them you would like a static IP, but they will charge you more for it.

Do what janikus says. He(she)s got it right about dynamic ips. Using the cmd.exe method only changes your local Ip. So it would only change it within your home network thus not make a real difference.

I think by going to start << run << type << CMD for COmmand Prompt then in commmanf prompt type 'ipconfig /release' and then type 'ipconfig /renew' . do not type in ' '.
