yesterday, when i was putting on my uniform (pants, shirt) in the factories locker room, i noticed a camera on the wall. could i respond with any legal action? is it even illegal?

Probably not since it's not a hidden camera. If there is a private place to change that makes a difference too. You need to ask your boss why the camera is there.
It is illegal to have a hidden camera, but not to have one that is not hidden.
It is legal for Government employess to be videotaped in locker rooms. State and local laws vary.

Nobody has a right to videotape someone when they have the reasonable expectation to privacy and I think a locker room provided for employees to change is definitely one of those times-consult a lawyer.

I I have a cameras on the hot tub room, totally legal as long as it is visible and signed it is legal,but if you feel it is infringing on your rights ,check it out or quit

Not only is it Illegal, but I think you have a pervert on your hands. Before turning him in, get ALL the evidence you can for your case. When you call the Police, you want to make sure you have a hands down case on this sicko! Good luck!!!
