You must be having fun asking this question since it's so dumb, so I'll have some good natured fun too. Whose toes is he sucking? If their yours and you're a woman, then It's manly but he may have a foot fetish.
If he's sucking on his toes, then I think he's got major troubles.
To change another answer you got; if you're a woman and are concerned about him sucking on your toes, don't give him a lolly pop to suck on, give him some other part of your body to suck on that is more enjoyable for you.
