i can only start my computer on safe mode,why,what can i do to fix it?

my sisters computer would only start on safe mode.it says to insert cd for her modem,and it says something about making sure all programs are set right.how can i help her?or does she have to reprogram her computer all over again?

See if the option to start from last good startup is available. Otherwise you'll have to start it up in safe mode, insert the cd for the modem software, and reboot when the software is loaded. Sounds like she installed a modem, and it's waiting for the drivers from the software cd to be loaded. Another option is to remove the modem, and reboot ...to see if then starts normally.
