in tx is it a felony or misd. if convicted of sexual harrassment? and if convicted, is it legal for you to run for county commissioner?

The only CRIME in Texas involving sexual harassment is "Abuse of Office" crime, and is defined in Penal code 39.03 as:
A public servant acting under color of his office or employment commits an offense if he ....: 3) intentionally subjects another to sexual harassment.

This is a class A misdemeanor.

I don't know if a person CAN run with Abuse of office conviction , but he will definitely not WIN.

Sexual harassment isn't a crime at all. It's an act for which the victim can sue in civil court.
