It seems stupid of me to get technical here, but I couldn't resist so I'm going to.
True flies (things like house flies and fruit flies, but not bees and wasp) are in the order Diptera.
If you found an insect in the order Diptera that had no wings, it would still be in the order diptera, and thus be a fly.
So the answer is no. A fly without wings is not a walk, it is a fly.
