Phil, Before I answer your question, I will ask.

How would you have improved on Rumsfeld's work performance?

What experience do you have with ill-conceived, mismanaged, quagmire that has made you an expert in the field?

How have you earned the right to judge someone of Rumsfeld's status or do you only presume to be wiser?

It appears he accomplished the task of wiping out Saddam Husain's army and the Taliban in about 2 months, all with the approval of the President and Congress. How soon some forget.
Hey wiseguy, do you think the hundreds of thousands of people that have been freed from that oppression figure it was an ill-conceived, mismanaged, quagmire.
How do you make a liberal a conservative?
Send his mother, wife, and daughter to Afghanistan for a month long vacation under Taliban rule.

Quagmire describes what happens when Libya and Iraq have the bomb. His failing is that he wasn't allowed to take out Iran, Syria and North Korea, which seem, at this point, to be allies of Rumsfeld's political enemies.

Me, I'd prefer a democratic-republic Iraq that engages in free trade of civilian goods and allows kids to grow up with some decent opportunities.

Wow, cliches. Is that it. You left out abugrab. Really, Saddam's been tried & sentenced to death. His evil sons dead. The leader of Alkita in Iraq blown-up. The truth is the U.S. & coalition forces have won the war in Iraq. Democracy has a foothold. Yea, it hasn't been easy and there is still work to be done. But Quagmire? B.S.
