Are you "considered" smarter: yes.
Are you really smarter: depends. What do you define as being smarter. If "smart" is given to mean some higher capacity for mental achievement, then perhaps college has nothing to do with that. Then again maybe it does, since college will challenge you to learn, this may exercise the brain and lead to the development of new and stronger neural pathways. On the other hand, the brain cell damage caused by imbibing certain potent potables (which is a prerequisite for some 4-year degrees) may result in no net gain in "smarts".
If you define smarter as relating to how much knowledge a person has acquired (and I do not), then once again, maybe. College definitely provides you with the opportunity to acquire a lot of knowledge. But so too, does a public library which is free! However, unless you are enormously self-disciplined, college will puch you harder to acquire that knowledge.
Ultimately, I do not agree with that latter definition. It presumes: "I know many things, therefore I am smarter." That reasoning is grossly inappropriate for most applications. What is much more important is learning to learn. "Smart" in my books is better described by the capacity to digest/interpret data, and therefore capacity to learn.
You be the judge as to whether college will aid you in that endeavor. But as stated in the outset, at a minimum you will be considered smarter, because the colloquial definition of "smarter" implies "wiser". From the realist point of view, how "wise" can a person be if they ignore all empirical evidence suggesting that they should go to college?

Smart people do not always go to college...or finish college for that matter (Bill Gates!). Overall, a bachelor's degree opens more doors in the work force and does look better on a resume in some career fields.
Technical or trade school degrees don't have to be 4 years....but are important to gain jobs in those positions.

you should be smarter in the field you studied but that isn't always true either
if you know the right people you can go through school and not learn anything then there are born smart people without the money to go to college
out of all the people i know the dumbest person went to college for 4 years and is going back agian and still does not know what she wants to do with her life

It depends on who's doing the considering. There are different kinds of smart, too. I have a masters degree, which makes me more marketable in some fields, but I can't change the oil in my car. It takes an entirely different kind of smart to do that. And lots of very intelligent people don't get a chance to go to college--that doesn't make them less smart, only less educated.

There are a lot of average people with 4yr degree.Smart people don't need much help in understanding a topic.They are just "brainy".Have you considered someone you knew in school who was so brilliant that you could never understand how they make it.These people most of the time don't even pay much attention in class,you hardly see them studying yet they make it.
Other students put much efforts in their studies,yet still they are able to pull out C's and D's as their best.Intelligence/brilliance/smartness is quite often hereditory.Usually,gals do inherit that from their mothers.Chances of smart parents having smart kids are higher,but if you don't study,this heredity will disappear.

Your college certificate should give you some level or rank of education....
But what makes a person smarter than the rest is what they do in life, not exactly academically.
Any idiot who got himself into i.e. Yale could do something as stupid as a person with a GED.
Thats what I think at least..
