It becomes an issue when people make it one.

Poverty should be in reality.Its research usually conducted by the board of statistic for determining the level of proverty in a country.If the level of poverty in a country increase or decrease it can be bad effect or good effect to the related political party of the goverment..Poverty has close relation with the opportunity of employment.If the unemployed people increased the poverty will be increased too
The increased proverty is the sign of failure that the goverment had a bad policy for making a more prosperous societies..So poverty can be an issue in policy of a country.

Issue.

If you do not have enough money to purchase food or Medicine and do not have a decent place to live, then you may be defined as Poor or in Poverty.

The United State Government has an Index to measure and determine if you are in Poverty.

If a Person is Poor...no one really has to inform them that they are in Poverty....However, If you are in Poverty, certain State and Federal grants are available to assist you out of Poverty.
