1). USS Nashville?? (Not sure of the "class" of this ship but it was sent by President Roosevelt down to Panama as a show of strength to deter from Colombia from trying to regain their former territory of Panama).
2). There is no US Constitutional "amendment" giving us the "right" to intervene in Panama or any other nation (maybe you need to be more specific); what I think you are looking for is the Monroe Doctrine (1823) where President James Monroe told European powers that the US wouldn't tolerate their further presence/colonization/interference in the Americas (North or South) which then was also used by us to "involve" ourselves in the development and affairs of other Central/South American nations( as President Teddy Roosevelt did when he supported Panama's quest for independence from Columbia in the early 1900's so the US could benefit from building the Panama Canal).
3). Not sure if there is one specific American engineer you are looking for either. The US Army Corps of Engineers built the Panama Canal (1904-1914?). Engineer George Morrison was an early proponent of building the canal through Panama (since the land was so narrow there)who got the "ear" of President Roosevelt- whereas many other American engineers actually favored building a canal through Nicaragua further North because they felt constructing the canal would be easier there due to the fairly large Lake Nicaragua there. John Stevens was the US Army Corps Chief Engineer during the early construction of the canal and is considered the most important engineer in regards to its' construction/design(I'm assuming Stevens is probably the answer/engineer you are looking for out of the 2 mentioned).
