You're right. To graduate from the academy and become a Genin you need to be able to do do at least ninjustu or genjustu. Almost all ninjas can do Taijutsu but since Rock Lee mastered it and was really good at it they let him pass. He was an exception. Since he proved you don't have to be able to do ninjustu or genjutsu to be a ninja. But Rock Lee has to work harder then others.

I'm sure he has to pass a different type of tests, and also because Gai vouches for him. He's hard-working, determined, and as long as his hand-to-hand combat is top-notch, he would still be respected as a ninja. Others are nothing when one can literally dissapear in a blink of an eye.

actually since lee is older than naruto myb the exam in his year is different than the 3 clones thingie.. but he has gai sensei behind him so i think thats the reason he passed>...

I'm not sure but, I think that he passed on his taijutsu skills alone, also Gai put in a good word in to Iruka. But thats just my guess! ;p

well i dunno but maybe... Lee is so specail and possibly Gair told Iruka or whoever was treaching then about Lees problem
