I take good care of them, (they are small water turtles) I give them baths about evry 2 or 3 days and their rocks are clean. Everything is very clean, is this normal or does it have like a disease on a shell.

Could be a fungus. Clean water and proper basking should fix this. Acriflavan is an anti-fugal medication that could be used to cure this. Some recommend scrubbing with aquarium salt and warm water. Turtles, like dogs, should see the vet regularly. You might want to see the vet on this.

Turtles are very hard to keep in small tanks, etc. If they are exposed to sunlight, it may well be alga...no problem..alga is dark green, fuzzy, harmless. IF it is white, you have a problem with bacteria attacking the turtles. Get some antibiotics and put in the water immediately. Turtles should have relatively hard shells. If they are soft, and very leathery, there is something very wrong. And do not wash turtles...keep them in clean water, that is enough.

Probably moss. Nothing to worry about. Just make sure they get a chance to sun themselves out of the water and dry out their shells or the moss could lead to rot.
BTW, always wash your hands after handling these turtles, as they can carry some diseases that are communicable to humans (like you).

change the water then clean the fungus or algea off with a toothbrush dipped in peroxide. don't get it in their eyes, next buy a dr turtle sulpha block; available at any pet store, and put it in their tank

White fuzz is mildew or mold. Green or dark fuzz can be simple algae. Black fuzz can be shell rot.
