Nortons is garbage for many years and continues to get worse each any every year. They know they are garbage so they really punish you when you try and remove their program. They leave about 350 fragments glued to all your files and hidden all over yours system.
The program below is purchase, but you can use the program during the evaluation period to remove all the fragments with the instructions I am going to give you. If you follow them then all of the garbage will be removed. After rebooot and you will be fine.
Then you should download a real state of the art technology that is free for home use. http://www.avast.com They will ask you for your emal address so they can send you a free key that is good for one year. After one year you must ask for a new key.
As one of the very best background scanners that catch all viruses before they enter your system and destroys. Plus you will get two or three times per day auto updates. (I use this program in my computer for nine years an I never had one virus).

Registry First Aid, I have used for nine years in two computers and never has this program removed a good registry key in error. The program always starts with a full backup of your registry that can be found at: start=search for files= type in, "backups", and scan. Upon completion of scan you will see, "RFA backups", open and there are all your backup registry key. This will also be the case for any registry key you delete.
When you start with "Check Registry For Errors", the program will scan your entire registry an upon completion will show you a list, with check marks next to a green box, yellow, box and red box. Please reboot and then go back into start=run=type in: c://program files, click on browser, click on program files an open. Look for symantec and now you will be able to delete the entire file. It will not longer say, "file in use unable to delete".
All you have to do is type in the name at the top and click on add. Then then scan. All related an associated keys for this file will come up. Then if you left click on each description of the file assoicated with the registry key and drop down to where you see, "Delete String", you then run the delete an ofcourse you will have a backup.
This is a purchased software that is in my opinion is true state of the art technology. (The owner has many awards including his website from Microsoft as they are authorized by Microsoft to put out a news report. "Microsoft help", related to all of microsoft products).
I have 195,000 files in my system with medical data on refugees world wide and my personal patients. Believe my there is no way that I am in a position to let any registry repair take out a good key and destroy my system.

Do you know how to edit the registry? If so, look for all entries pertaining to Norton and remove them. Make a backup of your registry before you change it.

I would try system restoring it back to the earliest point you possibly can and then try uninstalling it from the add/remove programs and not the disk. See if that helps.

ewww...norton is a nasty nasty program. I believe it does more harm that good. I've actually not installed certain programs because they come with "free" norton. No thank you. I'd rather have my computer run efficiently.

go to symantec and get there automated removal tool,you have to really search the web site for it but it is there i have used it to remove 2004 antispyware edition, it works very well.i hope this helps.

start pc in afe mode then go to add remove . hit oin norton . hit on remove .then go to prorgram files find anything to do with norton right hit that folder hit on delete . then go to start> run type in
msconfig
hit on ok hit on startup .tab uncheck anything to do with norton . then hit on services .tab uncheck anything to do with norton hit on
apply & ok
restart pc when back to desktop syytem box will load just > check it >dont show this again
hit on .apply& ok
then hit on start run type in box
regedit
hit on ok
look in the folders for software go in the software folder find nortons right hit on that folder hit on delete
then close off ur registry ur find nortons in many software folders in ur registry
