You see, i have done work for a testing company-- hence the reason they ask me to keep it secret.

My question is, what should I do when I am asked for samples? Can I send a sample to another employer (a known reputable employer) if I clearly state it is private and confidential? Or should I just keep them to myself?

If it is private and confidential, it is best to keep it as such. Privacy and other Federal laws may apply here. This is more of a legal matter, and should be avoided at all costs.

No, if it is confidential you could be sued by your former employer. I suggest you ask them if you could edit it somehow, taking out anything that points to them. If that is ok, go for it, get it in writing they gave you the ok too.

I suggest you start writing many different things so you have samples.
