The term originates from it's Constitutional interpretation. Strict Constructionism.
The idea is that the feelings of the majority at a given time, make bad, unreliable law.
The rule of law (stare decisis) governs, and should not easily be changed for public opinion.
The role of government is limited to providing a strong military, regulating interstate commerce, and punishing crime.
Rights and responsibilities go hand in hand.
The belief that the individual does best with the least governmental controls.
A belief that fewer governmental regulations spur economic progress.

Good question. I don't know what it means "officially", but to me it means:
Limited government - The government is there to protect the people from foreign invasion, promote a healthy society and protect individual rights from being taken away or compromised by the government itself or another person.
The government should stay out of the way of the people as much as possible. When people are free and unhampered by government restrictions, they are at their best. Of course, with freedom comes responsibility. People that are unable or unwilling to conduct their lives in a way that respects the rights of others must be dealt with or they threaten the freedoms of everyone else.
An example is 2nd amendment right to bear arms. When people are irresponsible with their guns and shoot other people without just cause, they should be punished severely. The liberal solution is gun control, which inhibits everyone's right. The conservative solution is criminal control.
Conservatives believe in low taxes because tax money comes from the people. Taking money away from someone forcibly (which is what the income tax is essentially) is against pure conservative principle. The citizen however is free to give his/her money to help another person.

a conservative loves their country and wants to preserve it's values, traditions, and culture.
a liberal hates their country and wants to undermine it's values and culture and adopt foreign traditions while rejecting american ones.
a conservative believes his country has every right to use military force to defend his country and it's citizens
a liberals thinks it is evil and racist for their country to defend itself because we should gleefully accept being murdered and slaughtered by hostile nations to make up for "past wrongs".
a conservative believes that hard working people deserve their earnings.
a liberal believes that lazy sluggards are entitled to the earnings of the hard working.
a conservative wants to make the impoverished independent and self reliant.
a liberal wants to keep the impoverished dependent on the governement.
a conservative believes that minorities should be treated like everyone else.
a liberal believes that minorities should get special treatment at the expense of everyone else.
a conservative believes in morals, values, and a code of conduct.
a liberal believes in rebellion, chaos, and lawlessness.
a conservative views islamic terrorists as a menacing enemy that needs to be dealt with.
a liberals views islamic terrorists as blameless victims who are just misunderstood.
