Since no one person invented the car - it wasn't created invented in a single place. The car we know today came from many different inventions from all over the world. But I think the real starting place was France (Cugnot) but for what would be the most similar to what we have today was Germany (Daimler and Benz).

This question depends on what is the definition of a "car." Most references give the prize for the first car to the German engineer Gottlieb Daimler in 1885. Although he did benefit from the work of others, he built the first vehicle that replaced the horse-drawn carriage and directly evolved into the automobile.
