Well actually there is a variety of male betta that can have short fins and is commenly mistaken for Females, even by knowledgable betta breeders. The only sure way is to find the white nub that was mentioned earlier.

Fins are not the best way to differentiate the sex, the white stub on the female mention above is the better guage.

There is a short fin betta call Plakat Betta (search yahoo images). Some show plakat are pretty looking with nice colouring but those plakat breed purely for fighting are usually dull in colour as they are bred for their fighting trait instead of beauty.

The pretty ones with all the fins and color are males. Females are usually a color of brown with very small fins....not hard to tell them apart. The ones you see in the pet shops, in little bowls are all males. Must be kept solitary or with other fish, just not with other male betas. Females get along just fine.

Males are much more colorful with fanning tails, they are the "fighting fish" that are sold in little cups and have to be kept separate from other males so they don't kill each other. Females are much less attractive and don't sport the large colorful fins and tail that the males do.

The male beta's are more colorful and have longer fins and are generally showy. The females have shorter fins and are drabber in color. Most beta's sold in stores in single little bowls are males because of appearance. If you put a mirror behind the bowl they will flare their fins more. Never put two male beta's together or they will fight and kill each other. When in doubt, ask whomever runs the pet store or works in that department.
