Vehicle 1 was attempting to make a left turn at Street A onto B. Her view was obstructed by trees and bushes disabling her view to her left. There is no mirror to view the traffic from the leftside but there is a stop sign. She came to a stop and looked both ways and entered the intersection and was struck by vehicle 2. 2 was traveling on B and hit the horn and turned to avoid 1 striking it.

vehicle 1 is at fault, although she may be able fight it in court, take pictures of the intersection, showing the bushes obstructing her view, then go after the owner of the bushes, to have them cut down. good luck

Vehicle 1 at fault. As stated by previous poster. How could vehicle 2 possibly be at fault? The first vehicle came out of the road and just headed straight for it even though her view was disabled. The fact that it was disabled is the cause of this and therefore ansewers the question.

vehicle 1 and they would probably get a ticket to go with it for failure to yield. Yes, I know they stopped but, you must also yield in a situation like that. Then vehicle 1 should go after the people who own the trees and make them cut them to not obstruct the view..

I know it sounds stupid but technically if her view to the left was disabled enough to be the cause for this crash, then she should not have made the turn at all, and notified the proper authorities of the obstruction to traffic. (I would have taken the risk!) Car 1 is at fault here. (unless you can prove car two was over the speed limit).

Veh 1 was at fault for failure to yield right of way.
Depending on your state, there may be some negligence on veh 2 if they were speeding or if the point of impact was near the rear of the car (meaning they should have saw Veh 1 pulling out).

Vehicle one is at fault on all instances, unless it can be prov en that #2 was speeding. The tire skid marks should have been measured and photographed by police. The municipality is at fault for the view obstruction.

Typically 1 will be at fault. The person going straight has the right-of-way and any accident caused by vehicle 1 (though unintentional) will be their own fault.

Is the stop sign a four way stop? or just a two way? If its a two way car 1 is responsible. If its a four way car 2 is responsible.
