That depends, are you going to use the cup of sugar to generate rent (profit) and so pay back the ammount of sugar you took plus interest? If so, then yes.

To simply take a cup of sugar, not use it and return it doesn't really qualify as borrowing but rather holding an asset temporarily.

If you take the cup of sugar, take two spoons for a cup of coffee and return it that is borrowing the cup but taking the 2 spoons of sugar!

So in my opinion, you can but only if you gain utility from it before you return it.

It's tempting to correct your grammar and insist you say "May I," but in this forum you are probably correct. The likelihood that you could borrow a cup of sugar from me in a timely fashion is very small.
